Thou Shalt Not Kill
The phrase “Thou shalt not kill” from Exodus 20:13 (The Ten Commandments) definitely means Thou shalt not murder, (meaning take innocent human life). It does not apply to animals. It does not apply to people who need to be executed.
Passover
One of the first ordinances commanded by God was for each household to kill a lamb for the Passover. Collect the blood and paint the door posts and the lintel with the blood.
Exodus 12:21-22
[21] Then Moses called for all the elders of Israel, and said unto them, Draw out and take you a lamb according to your families, and kill the passover.
[22] And ye shall take a bunch of hyssop, and dip it in the blood that is in the bason, and strike the lintel and the two side posts with the blood that is in the bason; and none of you shall go out at the door of his house until the morning.
God didn’t rescind the Passover after telling Moses “Thou shalt not kill.” Ex 20:13 does not apply to animals.

[29] But if the ox were wont to push with his horn in time past, and it hath been testified to his owner, and he hath not kept him in, but that he hath killed a man or a woman; the ox shall be stoned, and his owner also shall be put to death.
Exodus 22:1
[1] If a man shall steal an ox, or a sheep, and kill it, or sell it; he shall restore five oxen for an ox, and four sheep for a sheep.
Note in these two verses that if an animals dies, it’s a much smaller matter than if a person dies.
The high priest would kill all sorts of animals as a sacrifice to God. There were rams, lambs, bullocks, turtledoves, etc. It is a sacrifice to God.
Death Penalty
Leviticus 20:16
[16] And if a woman approach unto any beast, and lie down thereto, thou shalt kill the woman, and the beast: they shall surely be put to death; their blood shall be upon them.
Leviticus 23:17-21
[17] And he that killeth any man shall surely be put to death.
[18] And he that killeth a beast shall make it good; beast for beast.
[19] And if a man cause a blemish in his neighbour; as he hath done, so shall it be done to him;
[20] Breach for breach, eye for eye, tooth for tooth: as he hath caused a blemish in a man, so shall it be done to him again.
[21] And he that killeth a beast, he shall restore it: and he that killeth a man, he shall be put to death.
Notice again the distinction between killing a person and killing an animal. Also notice the distinction between killing an innocent person and killing a guilty person (v 17). If someone kills a man, he needs to be put to death. Putting him to death is not a sin. It is a command from God. He is a murderer. He needs to die.
Numbers 35:16-19, 30
[16] And if he smite him with an instrument of iron, so that he die, he is a murderer: the murderer shall surely be put to death.
[17] And if he smite him with throwing a stone, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.
[18] Or if he smite him with an hand weapon of wood, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.
[19] The revenger of blood himself shall slay the murderer: when he meeteth him, he shall slay him.

[6] If thy brother, the son of thy mother, or thy son, or thy daughter, or the wife of thy bosom, or thy friend, which is as thine own soul, entice thee secretly, saying, Let us go and serve other gods, which thou hast not known, thou, nor thy fathers;

Aaron’s grandson Phinehas slew a man and his woman right in front of everyone and God promoted him. The man and the woman were wicked.

[6] And, behold, one of the children of Israel came and brought unto his brethren a Midianitish woman in the sight of Moses, and in the sight of all the congregation of the children of Israel, who were weeping before the door of the tabernacle of the congregation.
[7] And when Phinehas, the son of Eleazar, the son of Aaron the priest, saw it, he rose up from among the congregation, and took a javelin in his hand;
[8] And he went after the man of Israel into the tent, and thrust both of them through, the man of Israel, and the woman through her belly. So the plague was stayed from the children of Israel.
[9] And those that died in the plague were twenty and four thousand.
[10] And the LORD spake unto Moses, saying,
[11] Phinehas, the son of Eleazar, the son of Aaron the priest, hath turned my wrath away from the children of Israel, while he was zealous for my sake among them, that I consumed not the children of Israel in my jealousy.
[12] Wherefore say, Behold, I give unto him my covenant of peace:
[13] And he shall have it, and his seed after him, even the covenant of an everlasting priesthood; because he was zealous for his God, and made an atonement for the children of Israel.
This passage goes further and explains why God requires the death penalty. The shedding of innocent blood defiles the land itself. Only the shedding of the guilty blood can cleanse the land.
Numbers 35:33
[33] So ye shall not pollute the land wherein ye are: for blood it defileth the land: and the land cannot be cleansed of the blood that is shed therein, but by the blood of him that shed it.
Now let us look at King David. When he worked for King Saul, he would routinely slay tens of thousands in battle. Saul hated him for it, out of jealousy. But later when David was the king, Abigail noted that evil had not been found in David all his days. David had slain tens of thousands of Israel’s enemies in battle. That is not murder.
1 Samuel 18:7-9
[7] And the women answered one another as they played, and said, Saul hath slain his thousands, and David his ten thousands.
[8] And Saul was very wroth, and the saying displeased him; and he said, They have ascribed unto David ten thousands, and to me they have ascribed but thousands: and what can he have more but the kingdom?
[9] And Saul eyed David from that day and forward.

[26] Now therefore, my lord, as the LORD liveth, and as thy soul liveth, seeing the LORD hath withholden thee from coming to shed blood, and from avenging thyself with thine own hand, now let thine enemies, and they that seek evil to my lord, be as Nabal.
[27] And now this blessing which thine handmaid hath brought unto my lord, let it even be given unto the young men that follow my lord.
[28] I pray thee, forgive the trespass of thine handmaid: for the LORD will certainly make my lord a sure house; because my lord fighteth the battles of the LORD, and evil hath not been found in thee all thy days.
However, when David later killed Uriah the Hittite and took his wife for his own, God sent Nathan the prophet to proclaim judgment against David. God never punished David for the tens of thousands of enemies he slew. When David killed Uriah, it was murder.

[5] And David's anger was greatly kindled against the man; and he said to Nathan, As the LORD liveth, the man that hath done this thing shall surely die:
[6] And he shall restore the lamb fourfold, because he did this thing, and because he had no pity.
[7] And Nathan said to David, Thou art the man. Thus saith the LORD God of Israel, I anointed thee king over Israel, and I delivered thee out of the hand of Saul;
[8] And I gave thee thy master's house, and thy master's wives into thy bosom, and gave thee the house of Israel and of Judah; and if that had been too little, I would moreover have given unto thee such and such things.
[9] Wherefore hast thou despised the commandment of the LORD, to do evil in his sight? thou hast killed Uriah the Hittite with the sword, and hast taken his wife to be thy wife, and hast slain him with the sword of the children of Ammon.
[10] Now therefore the sword shall never depart from thine house; because thou hast despised me, and hast taken the wife of Uriah the Hittite to be thy wife.
Note that many of the sins listed in the Old Testament carry the death penalty. This is not an accident. In truth, all sin carries the death penalty. Sin equals death.
Ezekiel 18:
[20] The soul that sinneth, it shall die. The son shall not bear the iniquity of the father, neither shall the father bear the iniquity of the son: the righteousness of the righteous shall be upon him, and the wickedness of the wicked shall be upon him.
Romans 6:23
[23] For the wages of sin is death; but the gift of God is eternal life through Jesus Christ our Lord.
And the sad truth is that we are all sinners. We have not all sinned alike, but we all alike have sinned.
Romans 3:10-12
[10] As it is written, There is none righteous, no, not one:
[11] There is none that understandeth, there is none that seeketh after God.
[12] They are all gone out of the way, they are together become unprofitable; there is none that doeth good, no, not one.
